行政長官林鄭月娥曾於2018年6月表示擬以額外差餉形式對已落成但未售出之一手私人住宅物業徵收空置稅，惟立法會在《2019年差餉（修訂）條例草案》委員會會議中決定終止審議草案，同時決議終止委員會工作。會議中地產及建設界議員石禮謙質疑徵收一手樓空置稅違反《基本法》第6及第105條相關條文，而區議會（第一）界別議員劉國勳則指徵收一手樓空置稅會衍生出有關租賃單位問題，無助解決一手空置單位積壓。
The Chief Executive Carrie Lam has announced that will impose a special rates for the first-hand private resident units. However, the Legislative Council committee has been discounted scrutiny for the Rating (Amendment) Bill 2019.
During the meeting, the real estate and construction sector lawmaker Abraham Shek Lai-him questioned that the special rates imposed will be violated Basic Law rule 6 and 105. And the district council (first) sector lawmaker Lau Kwok-fan point out that impose the special rates for first-hand residential units will lead to rental private residential units problem, could not solve the first-hand private residential units accumulation.
